  2. But if Israel declared sovereignty, wouldn't they have to give the Arab occupants full citizenship with voting rights? Better to extend legal jurisdiction over the area and bide their time, or the demographics could become very unfavourable.

  3.  @JLMISR : The Arabs who comprise 20% of Israel's population do participate in all levels of society as they have equal rights with Jews, but the Arabs who live in in Judea and Samaria are governed by the Palestinian Authority.
