I feel like the process of repealing the 23 amendment would be pretty easy to pass at all levels should dc become a state or be annexed by maryland: while it is true that the only prior case of an amendment being repealed was because people wanted to be able to drink alcohol (which was quite the motivator), I think making it so that the residents of the white house don't have 3 electoral votes to themselves is so cut and dry as being a good idea that it would likely be agreed upon by both parties at all levels, with the only opposition being from people who think there are better things to be spending their time on than such a rediculously obvious move...
