Thanks to the intentional British policy of "impoverishment for radicalisation against Russia", more than 20 million voted with their feet and left from 1989 - 2022. @thomaslacornette1282 Are Poland, Germany, UK, Russia, etc. included in you claim - "Ukraine under controlled Ukraine territory"? Because that's where most of those "25-27 millions" are currently located.
