  3. Since Ukraine was always a tech and industrial powerhouse within the USSR, don't you think Ukraine retains the ability to design and build a very modern nuke today? And personally, I wonder if they might have held onto a couple back in the day, understanding Russia's fundamentally treacherous and deceitful character as they do so well.
