  1. You could make a 50/50 army, where every country send some troops into a European army. You put those as a better line of defense against Russia. At least you've some more troops as defense and you can give them the same domestic made tanks, fighter jets, artillery, etc. Preferably all European made weapons. *Countries pay the EU army by a 1% contribution in the EU membership fund. It doesn't have to be a huge army.
