  2. He doesn't have the weapons and money for a massive attack. The fact is he already lost. He is supplying his soldiers with rusty weapons and plastic helmets already. The support Ukraine is getting in 2023 is already more than Russia can spend. His only response he can do is nuclear and if he does that NATO will intervene. His allies will also leave immediately. It would be the end of Putin. Ukraine is now getting tanks and armored people carriers. That means on thing. Ukraine is going on the offensive. Putin is basically praying for a miracle.
