  1. Russia lost 68 billion in reserves already and can't access 300 billion of reserves in dollars. That's 368 billion. He also lost billions in the war and needs to buy billions of ammo. He also can't intensify the war because of that. It would cost billions more. It's working great. *68 billion loss are numbers out of Russia. Could be a lot more.
