Your assessment is logical!! Btw, France too gives free degrees but many of those degrees are not in demand! Students having such degrees become unemployed or underemployed!!

For instance Greta Thumberg was campaigning against Indian farm laws which were pro poor but against corrupt farmers & politicians!!
