  3. well first time offenders and prior low level offender’s get a pass and get off easy. Also her mental health was probably tsken into account. She was on drugs though so I dont even think its mostly mental health.

  4. If he knew she had mental health issues, he should have never let her drive and never got in the car with her and repotted her saying she wasnt stable and at risk cause clearly she is.
