Free speech doesn't mean the requirements of special payment. Lemon is allowed to say whatever he wants, and monetization policy to him is exactly the same as with other ordinary people. It's up to Twitter to select voices which they like and want to do business with to add special monetary gains. This isn't complicated. Lemon is allowed to say whatever he wants and Musk by not liking the trash that Lemon has to say, reserves the right to not do any special business with Lemon.

Buddy, that's not punishing anyone. Lemon was given special treatment due to the initial assesment Musk made that he might contribute greatly to X revenue. Musk afterwards saw that he made a mistake can cancel Lemon special deal. Do you get that word? Special treatment? It's not punishing Lemon, Lemon is getting treated the same as every other individuals on that platform. The idea of Lemon "deserving" of extra money, extra perks, extra benefits just because he's a critic is absurd. Free speech means not interfering into the process of somebody speaking something, it doesn't mean promoting any specific kind of speech. You have a fundamentally broken understanding of words in the dictionary. Please go study proper English.
