Because to pay for it, you'll have to raise taxes for the ones who do pay taxes just to pay fees for the ones who don't pay taxes. It's called stealing, not loving. And you're being stupid, not kind or anything you're pretending to be. You're not a children of God anymore, if there is such concept then you're a fallen child, get back to the right path.
