Even though the legislative is the most powerful, it was given limitations, that's the same thing when a normal judge could block President Executive Order. Each branch has limitations, but if each branch functions the way it should, then the legislative has the most power. Because by definition, the legislative is voted to make the laws, but they need to have limitations in order to prevent abusing the power. Not to put it under other branches. Clear?
