  3. Because even if Ukraine announce it annexes anything, they don't occupy any of it and capable of defending any of it. While if any town is a part of the Russian Republic, Russia will use all of it's might to defend those territory. Including erasing the city of Kiev of the world map withing 60 minutes. It's cruel but it's completely doable. You ever wonder why America refuses to give Ukraine long range HIMARS? Because they know that any strike into formally recognized Russia Territory means full scale war.
