They're not afraid of civilians casualty in order to get a considerable number of terrorists.
The civilians inside these cities are just too much, the Ukrainian army are holding too much of the civilians hostages, that's why Russia is showing leniency.
The fact that these idiots can still use the phone or Internet in general is extreme leniency.
They can easily hit Ukraine energy infrastructure via cruise missile, but they don't, because they don't want to affect civilians everywhere in the countries, they just want to focus on the cities where the Ukrainian nazis are hiding.

Putin wants to limit the civilians casualties as much as possible, he's not going to kill random civilians, he will accept some civilian damage if it means destroying certain Ukrainian military in the process. Where do you think the Ukrainian Army hide? There's no where for them to hide except in civilian buildings.
