  1. The reason China built the dedicated high speed rail lines was to eliminate the slow trains that clog up existing train lines and free up capacity for freight trains. So they need capacity for freight to do so they move passenger trains to new dedicated lines . If passenger trains slow that reduce freight capacity are gone and the passenger trains are on separate tracks China can use fewer trucks and gain better use of their network for freight trains and costs go down.
