Some probably will but it's pure speculation for Yang to say how many will opt out/opt in that he says will help fund the costs of UBI. I do not believe the House and Senate will pass BOTH UBI and Medicare for all while keeping all of the existing social programs! I don't even believe they would pass just UBI without eliminating existing social programs!
