Sure he would. Every Democratic President laid the groundwork with collective policies that grew the size of the Federal government, of public workers, dependent of a tax payer salary, that Democrats have always supported, growing their base. FDR was groomed to be a leader at Groton school in Massachusetts. Their school motto is "To Serve is to Rule."
