Simply put drunk driving is bad, so giving people ways to get to bars and home where someone else drives them is preferable. Even if it isn't directly profitable i would imagine the slight boost to bar patronage and reduction in drunk driving related "accidents" would certainly pay for itself.

The subside is probably justified as either an accessibility/aid service, in which case its primary goal is mobility for those unable to use personal cars, im which case its finances are more like medicare/medicaid than traditional transit finances. If its intent is exactly the same as traditional transit then its subside can be equal to the net societal benefit of the service and still be considered a win. Otherwise its a failure and the money is better spent elsewhere, like using the vans to shuttle people to and from transit stations.
