  1. If the rail was half as fast as flying, but had a far more pleasant ride and station experience it would get used heavily. Especially if it connected all the "small cities" along the way, like Albany, Springfield, Syracuse, Hartford, as well as the Majors like Boston, NYC, Buffalo. And for the "slow rail" have a station placed to be on average under a 1hr drive from places and you would be amazed the amount of tourism that would happen from people who couldn't care less about cities visiting other smaller destinations.

  2. An idea i have to help bridge to not needing a car, its a train just have a service to put some cars on the back. Functionally make it a premium ticket (pay more), booked in advance, and an earlier arrival time. Then you have a valet experience where they load your car on and unload it at the destination, and since its booked in advance they can optimize loading/unloading to minimally add delay to the stop. As long as its reasonably cheaper than rentals people would use it, i know its not ideal for people who dream of no car cities but it would get people on rails and get the train network built.
