  1. The city had already decided they wanted to minimize/ get rid of highways in the city and the earthquake taking down the Embarcadero was a perfect excise to get rid of the thing. Highways are useful in the countryside as rapid connection between population centers. (And built for the express purpose of allowing the US military to rapidly respond to an invasion in any part of the country. For reference in the early 1900's it took over 60days to do the "Cannonball Run". And in the craze of how good an interstate system was the federal government gave out lots of grant money to build them, and city planners took advantage of the opportunity to bulldoze "undesirable slums". (Read poor neighbors, almost always minority ones) Fortunately today we know enough that the highway and cars belong outside cities but not everyone has cought on and we still widen highways in cities like lunatics.
