  1. Funded through national insurance e and tax returns, the health system tries to mirror an insurance system. Where it fails is the lack of "moral hazard" for the insured to fear an increase in insurance premiums if they make a claim. You can live an unhealthy lifestyle and your national insurance premium doesn't increase. In motor insurance, your premium increases with claims for accidents and for speeding points...there is moral hazard for you which encourages better driving.... no such health equivalent in the UK. Need to tackle that end of the funding.... now to think about delivery of care. Doctors are not rewarded financially according to the number of patients they actually see... a plumber fixes more leaky boilers, they get paid more....not true of doctors... do you think that might explain why it is so hard to get appointments....??
