  1. Agree with the "without fear or favour" aspect of previous policing as a reason for success but not with the "drawn from their own community" argument. That would suggest that only Muslims can police Muslim ghettos...not what we want. We want assimilation such that any officer can police any region because each region has a similar level of respect for law and for the police.
