  1. 1. Destroying up your own photo before it is developed, is no one's business but your own. 2. If someone came up to you and took your photo and ripped it up. That would be a crime. 3. If the government forced you to shoot and develop every picture in your camera because "all pictures are precious". That wouldn't be cool.
