The answer being that of course GERMANY started WW2.... but as they did in EVERY case but one (that being their SOLITARY declaration of war during WW2 against the USA on 11 dec 1941), they omitted to make a legal declaration of war against Poland, instead choosing as they always did to make an unannounced attack on an unprepared victim.
