Logistical resources issue.
The ammount of something you can transport is tightly related to the ammount of carrying capacity you've got. Carrying capacity can be expressed in many ways (total volume/payload, volume per carrier, volume per time unit) and it's largely a product of quality and quantity of the carriers. When using the volga for oil, you have the boats acting as carriers. If you switch to the railway, you basically remove the boats as carriers and need to fill the gap left by them in your carrying capacity by using railcarts, obviously. This would be a problem in itself, as a boat tends to have a bit better capacity than a train, but you need to transport oil, which requires specialised carts So you have a change in quantity and a double change in quality. To upset those things you would need to source more rail carriers. Of course, one can do it, but unless you are a magician, it's going to take quite some time before you substitute the capacity of the ships. Meanwhile, the oil available to you is basically reduced (You cannot transport it, you cannot use it so it's not available).
