Because it will be just too much work for nothing. You have to be VERY suspicious to catch their attention in most cases.

Don't use it IF you are Russian. Fixed it ;-) Not sure that they care about non-Russians. Why would they? If I would break some Russian laws - they can't arrest me because I'm not in Russia and their laws has no power where I live. Not sure that they care about what I think about Putin - I can't vote for/against him. So why bother with me?

Windows has more viruses became more people are using it, so there are more targets ;-) But what about Linux servers? Yes, there are plenty of them. But they are MUCH better protected that PC's with Windows that are used by non tech savvy people who can't even stop Windows Autoupdates!
