You have to check what is bottlenecking your system. Install MSI Afterburner and use it's benchmark tool to show you per-CPUcore usage and GPU usage.

Why not to add it? Valve need to test new technology on something. Do you know that DOTA2 supports DX9, DX10(?), DX11, DX12 and Vulkan?
