  2. My advise: upgrade your PC when you have a reason to. Maybe you can't play some new game or your rendering is too slow...

  3.  @MasterAlucardGV  Oh... Yes, you need to buy a new PC. If you have some financial problems - just buy only an SSD - it will make a lot of difference! If you have a little bit more money - buy an SSD + new videocard. Even GTX 1650 will be enough. SSD = faster loading/saving times of EVERYTHING. videocard = better FPS in games (weak CPU may bottleneck your performance).
