If you sacked all the bent bobbies and corrupt coppers, the force would be so undermanned it would be virtually useless. The police are outgunned and outnumbered as it is. The bad eggs know this and exploit it. They kick any internal investigation into the long grass and wait it out. Power corrupts, and more so over time - as young, bright, eager recruits become older and more cynical, tired and disillusioned, looking for shortcuts and ways of avoiding scrutiny and the ever-increasing piles of form-filling and paperwork. The real systemic change needs to begin at the recruiting and training stage. Here's a good start: recruitment needs to learn how to spot actual and potential psychos early and filter them out. Ditch the bad apples and nurture and reward the good fruit. Attracting more female officers and people of colour to the job would help too. Not for diversity's sake or to box tick but to create a local police service that reflects and looks like the communities they serve. When the good fruit starts turning bad, catch it early and weed it out. Sorry for all the fruit/nature/food metaphors, mixed metaphorically as they are. I must be hungry for dinner or something.
