  1. Genuine question. Why would Russia or Ukraine announce to the world what they are up to in any potential Spring offensive: their plans for the war, secret military tactics, equipment and manpower supply numbers, etc, etc? Wouldn't a general on the battlefield, or a politician in Moscow or Keiv, be desirous to keep all that stuff hush-hush? A news item like this one isn't objective or even accurate reporting - it's just thinking out loud.
