  1. you actually don't need tunnels or anything. we could just build our cities to not be car-centric, and instead give priority to public transit in traffic rules, get rid of single family zoning regulations so that we can build multiplexes 2-5 stories high with light businesses on the 1st floor, so that you can get most things without having to drive in the first place. netherlands, japan, korea, and most countries do this. USA and Canada built car-centric, and cars are not scalable.
