Of course there's a #olution. Stop forcing shit, and use analysis to come up with incentives and then pull those levers. Just like you analyzed and every educated person on this topic knows, economic progress is the best contraceptive. So China could have gone this route instead of setting quotas. It is the economic equivalent of minimum wage or maximum licenses per year, or mandatory costs imposed, all of which perturb the equilibrium and create deadweight loss. The better solution is to adjust the factors that actually affect supply and demand itself, rather than setting price floors, ceilings, or quota maximums or minimums.
