  1.  Varangian Guard  that's way too idealistic, bro. even if it's like that on paper or it SHOULD be like that, in reality, there are always ways to not do what you don't want to do, break promises, etc, so at the end of the day, it is about raw negotiation. US brings a lot of military might to the table, and that's its negotiating chips, idealistic bylaws or not.
