I came from particle physics. it really did seem the professors were trying to find any project they could find just to get funding - that was their primary goal regardless of the usefulness of the study. there was also a great deal of 'poaching' of projects, people doing other people's analyses in order to justify their next funding - since all the data is shared. there were shouting matches between opposing teams doing the same analysis, refusing to work together, and demanding unreasonable sub-studies in order to prevent the other teams going to conference.
