I think of the government pretty much as a protection racket, not much more than the mafia. When a bank or a company gets fined, it is because they were operating outside the law. The money they gained from doing so was ill gotten. But where does the money go? To the treasury. And who gets sentenced? No one. So it looks to me that the corporations are the workers who do the stealing and the government is the head of the criminal organisation.
