  2. Industries entitlement to cheap/free/desperate labor, root cause. Just a few years back, Rs approached CA's major donors with an immigration bill that equated to unbelievably low wage visa indenture. The donors kicked it to the curb. Clearly CA Ag owns this issue, labor w/absolutely no legal floor under the workers. Enforce labor law.

  4. - No time for basic Credible Fear asylum evaluation, but time for "temporary" work authorization. - Gifting industry. Rent-free is cheapest of workers.
