  13. Yes today's rear bumpers on semi trailers are basically hanging on few bolts. You can make them stronger using knee bracing, but I think a car will still go under given the speed of impact. If you make the bumper too strong then the impact will be like hitting a wall, still much worse than rear ending a four wheeler.. Perhaps the solution is in the hands of the car makers. Radars and automatic brakes.
