  1. Hopefully, Chicago will find decent housing for the migrants although it will be hard. Some of the migrants will probably have to move back to Texas. Chicago has to put a plan to keep migrants occupied and productive. The city can easily pay migrants $5 for every rat they catch, and reduce the damage rats cause in restaurants and houses.
