  3. You have 2 counter weights on arms that can sweep them from both being together opposite the launch arm, to moving, when launch happens, to being opposite each other. Also you have a short launch arm with a tether that spools out the payload to several km as angular velocity increases. The long tether gets payload velocity high while keeping angular velocity and the g forces on the payload low.
