  1. They already said that when the tax rate is too high, people will stop improving their work. The question is that where should the tax rate be at that point when people stop improving and therefore stopped paying tax. The 33% is just a number suggested by the Romers' study.

  2. How did the govt earn less money after passing 33%? Same reason why they wont tax people at 100% rate.
