  1. Mind you, I don't think a lot of people outside China's mainland know this but failing to pay wages and especially taking the last issued salary is very very common practice in China. If I think of the English Teacher days, it was 'standard practice' they delay any final pay. So if the person was finished the contract and going home. They ALWAYS as a standard operation delay, delay and actually hope you leave the country and will keep your last month of salary and distribute it across the owners/managers. Always. standard. The only way you can stop it is to 1) they make it on YOU to intervene, 2.) IF you immediately report them to a government level then they may hand over half the money and hope you just conceded the other half. But this is standard stuff done constantly and throughout China and has been at least the 15 years I've been around it.
