The composition of the security council is fixed in the UN Charter, the founding document. This would be like changing the U.S. Constitution to prevent Donald Trump from being President. You might like the idea,but you’d unleash unwanted and unforeseen consequences. But I agree, Russia should not be on the UNSC.
