  1. This doesn’t apply in a democracy, since we are the government and hold power over the government. The majority rules and there are safeguards to protect the rights of those not in the majority (and the rights of everyone). If you fear the government, or want it to fear you, maybe something is wrong with you.

  2. That’s what voting is supposed to be for. If you feel your elected official has served too long, you vote against an opponent. If you feel very strongly about it, you can help organize others to vote out your representative. This also serves for removing elected representatives for other reasons, any reason at all. Maybe what you really want is campaign finance reform, which advantages incumbents in fundraising.
