  1. He “wanted” one, but never presented concrete proposals beyond his border wall. Pelosi didn’t fight it as there was never any legislation sent to the house from the White House. This is why “infrastructure week” became a running joke among lib comics and late night tv hosts. The fact of the matter is that Trump spoke about infrastructure in generalities, but never created a detailed plan. If he ordered deputies to create such a plan, he never read it. It was politically expedient to act like there was a plan, but actually creating a plan was too much work for a guy mostly focused on feeling important.
