@leepiper4621 This is true. Thank you for pointing it out. But if we are going to reform policing, we need to be precise about who does what so we can make the right changes. Prosecutor agencies need reform as well, but it’s an entirely different type of reform. I wish more of these commenters had taken basic U.S. civics.

@YouMakeItHappen That’s not the point of my comment. My larger point is really that if you don’t know how the system works, who does what and what legal mechanisms they use, you won’t be able change or reform the system. If there is fraud, it will be harder to detect if you don’t understand how the system works. All it takes is a basic civics class to get a grasp on the nuts and bolts of the legal system. If you don’t know what you’re doing, you just might end up with worse.

@Dan.Solo.Chicago Correct, according to the original comment. But the original commenter says that Chief decides who gets prosecuted, and that is incorrect. And they make the strong implication that the Chief is also the arbiter of facts, which is also incorrect. District attorneys don’t work for small town PDs, and the chief of police isn’t their boss. If the chief of police is also the judge, you’ve got bigger problems, mixing together the judicial branch and the executive branch.
