Offering Russia aid will derail or slow down China’s other projects. I believe Putin withheld information from Xi with regard to the extent of the invasion, and this also has the Chinese angry and mistrustful.

  2. The Kremlin uses the economically poor Central Asia republics as cannon fodder farms by keeping them poor. As the men of the ‘stans die in Ukraine, Putin will send in more ethnic Russians to replace them in their own countries in order to colonize them. Economic development and exploitation of resources will be for Russia and Russian colonists, not for those native to the Central Asia ‘stans.
