We’re still waiting on the Senate. They’ve been absent for the negotiations of a comprehensive relief bill since last Spring. When they tried to pass a “skinny bill”, McConnell didn’t have enough votes among his own (and then of course blamed the Democrats). I’ve come to realize something about McConnell. He has the power to say NO, but he doesn’t have the power to say YES. The Republican Senate Caucus is divided and disorganized and can’t agree on anything, so it’s safe politics to refuse solutions. It’s impossible for the Republicans to create solutions.

M Long That’s incorrect, but was true with the original House legislation. The truth is Mnuchin has forced Pelosi to remove some but not all of these extra provisions and has forced Pelosi to cut the price tag. Both Pelosi and Mnuchin have been negotiated in good faith, but the Senate has been absent from the negotiations. And here is why: The Republicans in the Senate are divided and McConnell hasn’t been able to unite them behind any single proposal. They couldn’t even pass their own “Skinny Bill” because some GOP Senators thought it was too much and others thought it was too little. McConnell refuses to work with Democratic Senators to push anything through. Until McConnell is willing to work with the other party, his only power is to say NO. And apparently he’s happy with that state of affairs because it keeps him in power.
