  1. The point is that the pier will relieve the bottlenecks and allow more humanitarian aid into Gaza. Once it’s set up, the U.S. doesn’t have to operate it. That responsibility can be handed off to someone else. If the Gazans destroy it, that’s on them.

  4. I think it depends on how it’s done. If they assemble the pier and deliver some loads of humanitarian aid, they can turn it over to another organization. They can even walk away once the pier is built. It’s a humanitarian victory. If Hamas tries to destroy it, oh well. What if Hamas attacks while it’s being built? For one thing, I’m pretty sure that the U.S. military can defend itself. For the second thing, I doubt Hamas has the capability to mount a serious attack. Third, if they try, they’re exposing themselves to the IDF.
