You can’t just grab ships passing through your territory willy nilly. What you can do is inspect them. And if that inspection takes weeks or months or even longer, so be it. If there is a backlog of ships anchored and waiting for inspections, it’s not a blockade. It’s very typical of shadow fleet ships to stick to friendly ports that will only do superficial inspections (or none at all). Think of this as like the cop pulling you over for some mechanical violation. If there is a cop discovered even more violations, making your car unsafe to operate, he could impound it.
