  1. A peace agreement will be necessary but only after Russia leaves Ukraine and hostilities cease. Reparations, war crimes, and return of kidnapped Ukrainians are all points that will be negotiated. I think the priority will be the return of kidnapped citizens. Reparations beyond what has already been seized will be a tough point. It’s difficult imagining Russia giving in wrt war crimes. Maybe Russia will sacrifice lower lever officers and soldiers, maybe they will give up some higher ranked officers whom Putin wants to blame, but I doubt we will see real justice while Putin keeps his head.
